Abstract

Higher maritime education in Indonesia plays a strategic role in supporting the vital maritime sector. However, challenges remain in the implementation of legal regulations for higher education in this sector, both in terms of curriculum quality, study program accreditation, and human resource development. This study aims to examine the implementation of maritime higher education law in Indonesia, the challenges faced, and its impact on graduate quality. The approach used is qualitative with an analytical descriptive method, including document studies, interviews with experts and practitioners, and focus group discussions (FGD) with students and alumni of maritime higher education institutions. Previous research indicates that there is still a misalignment between the higher education curriculum and the needs of the maritime industry, as well as low accreditation rates for study programs in this field. The discussion of this research will include an analysis of legal regulations, existing challenges, and the role of law in maritime human resource development. In conclusion, reforms in maritime higher education regulations are necessary to improve the quality of education and align it with industry needs. Subsequent research is recommended to evaluate more relevant curricula and their influence on graduate competencies.
